most likely Dutch due to it's two principal design motifs: windmills and ships

on a GIA as internally flawless (IF clarity) and I colour

The cherub is finely enamelled and slightly domed to exaggerate its 3D appearance

The band is crafted in 15k gold and dates from the late Victorian period, circa 1880.
